We've had this issue since the day we moved to OVSD 5.1, but were never able to find its source working with support. Lucky for us it amounted to one ticket spontaneously deleting every month or so. Much to my alarm, we had about a half dozen instances of it yesterday. Ticket numbers were visible to the staff logging, emails were sent by business rules, but if you do an Advanced Find the tickets are nowhere to be found (and yes, I'm searching with zero filters).

My "ID After Creation" setting is checked, so I know its not a matter of the ticket creator not hitting save.
